People living in the and are being duped into making calls to numbers with the area code 809 through the means of e-mail warnings, phone calls and pages. Calls to these numbers usually cost US$25-US$100 per minute, and the caller is deliberately kept on line for a longtime through a long recorded message or someone who speaks broken English and does not seem to understand the caller.
This scam works because people are required to return these calls for varied reasons, which are sometimes too strong to ignore. For example, they are told that some family member is seriously ill or dead and they must call the 809 number to gather more information. On the other hand, they can be told that come bill or credit card debt is terribly overdue and that legal action can be taken against them. Some people are tricked into believing that they have won lottery or sweepstakes, or they have been considered for good employment opportunities.
Since there are many new area codes in the US, it is not possible to be aware of all. The 809 numbers also look familiar to the toll-free 800 numbers, and so persons who receive these calls do not think too much before dialing these numbers. The scammers are able to fleece money because the 809 area code is located in the British Virgin Islands and can be used as a “pay-per-call” number, similar to the 900 numbers in the . These numbers are outside jurisdiction and cannot be regulated. Since the call was actually made, it becomes difficult to fight the charges, and both the local phone company and the long-distance carrier cannot be held responsible.
The Better Business Bureau advises that in the event of calls from 809 numbers, customers should either investigate further or simply disregard the messages. However, not all 809 numbers are fraudulent. Calls from known numbers are not problematic. Another important thing to note is that not everybody gets taken in for huge amounts of money. This has happened to only a few people.
Though alerts regarding misuse of 809 numbers have been posted on the site of the National Fraud Information Center (NFIC), misuse of some other area codes cannot be ruled out.
